They are covering up a cyber attack until they learn more information. And it could also be done because trump survived the assasination to delay the election for some weird suspicious reason. It is unnecessary and dangerous to depend upon the cloud in IT systems. The British government do not allow their suppliers to make use of cloud services because cloud suppliers store their data in America where it can either be hacked or "legally" accessed by the NSA. The British government will not even allow google translate to be used and they provide locally hosted alternatives.
Another way that the British government often secures their data is by not connecting systems using the conventional internet routers. Instead IP cryptographic units are used to send encrypted data between government networks so that the data cannot be read or altered.
