I think the guilty ones are the UN, UNRWA, Hamas, and Iran.
The UNRWA duty is to provide humanitarian and protect the Palestinians. But, they failed to do their job. The UNRWA directly provided support and allowed Hamas to militarized the Gaza.
Iran provides weapons and helps build Hamas terrorist infrastructure in Gaza.
The silution is to stop providing money to the UN and UNRWA.
