you didnt mention that china is dumping all of its waste on the south china sea and let it washed up on nearby countries.
If China used bio-digesters, they could use the poop with plant waste (spent tea leaves, nut shells etc) to produce natural gas and not be so reliant on Russian sources. Once the content of the bio-digesters no longer produce gas, it could be used to improve the soil of the Gobi desert to stabilize it so that trees could be planted and reduce evaporation of the soil. The material could also be compressed into bricks and baked.
