Yes, Cap had the super soldier serum BUT that only helped him physically. He was already a patriot, who was courageous, he was loyal, and always did (or tried) to do the right thing and help others. That is what made him a hero. Super serum or not Sam just needs to have the traits of a true hero.

I know Red Hulk is more of a mutate or inhuman or whatever, but what if President Red Hulk ends up kickstarting the mutant prejudice story for X-Men, especially if the Eternals Celestial island ends up being Genosha, and Ross tries to create a home for himself and other outcasts?

It’s more realistically they have him with no mustache because it’s hard to animate for Red Hulk😂. If taking one out was hard for Superman putting one in for this movie would be just as hard and it would be one more thing to be criticized.
